There are at least two attempts to build a free icq server in progress at
the moment. One of them doesn't have much code and has been at it
awhile. The other was sparked by AOL essentially buying its only
competition in the instant messaging market and has an alpha quality
server under a free license.

Considering that you apparently didn't know that (and considering that
prior to james bringing up the problem he saw with TIK, _I_ didn't know
about the icq servers) neither one of us would be a good judge of whether
or not the GPL'd clients can go into main or not.

I argue that nobody else can claim to know that much about every single
project out there to make this sort of determination. Seeing that there
is nobody qualified to make such a decision, we shouldn't be making it.
