I don't buy that, go look at the dpkg postinst, it has code not only to move stuff from /var/adm/dpkg to /var/lib/dpkg, but convert it to a new format. I fail to see how "mkdir /var/state && mv /var/lib/dpkg /var/state/dpkg && ln -sf state /var/lib" (obviously there needs to be more error handling there) is somehow more difficult than that.
