This would seem to indicate policy needs to be altered to indicate the
user may install optional packages without fear of breaking anything in
above priorities, but that they might conflict with eachother.

The package that started this thread was that smail (I believe) is
priority optional and exim is higher priority.  In that case smail should
be moved to extra.
