I disagree. If a document is indeed carrying the weight of
policy, I would like to see it in one place, rather than having to
install a gazillion packages and hunting for the document in
question.
It makes sense to allow the mini-policy author to have greater
control while the document is being hammered out, but when it
stabilizes there is no need to not have it in the policy package.
In short,
a) We would like to keep all the policy documents in one place, not
scattered over different packages
b) The sub policy documents should not be at the whim of any one
person for an indefinite interval. After they stabilize, and hence
do not need immediate and continuous rewrites from the author(s),
the sub documents should be brought under the democratic control
as exercised by this mailing list.
c) Putting the document under this mailing list shall ensure that no
part of Debian policy is again subject to the whims of any
individual (no matter how exemplary that person may be).
I would object to mentioning the documents in the main policy
document until they are brought out into the open, and distributed
with the other policy documents.
