Not necessarily. The position of editor may be informally
rotated; with different people taking the lead on different
discussions; thus no one has to keep track of everything. CVS server
setups work wonders.
This seems to work quite well in our group, which has about 50
people working on the same code+documentation.

I am confident that tech cmmtt people are quite capable of
editing the policy manual even for non-technical stuff, especially as
policy is formulated elsewhere. Heck, I helped type in a biology
Ph. D thesis, and I stopped learning biology in 10th grade.
