Bug#29770: Policy contradicts itself about /etc/aliases

Even if /etc/aliases stops being a "conffile", it will continue
to be a "configuration file".

Policy says:

"A package may not modify a configuration file of another package."

Please, note that it says *configuration file*, not *conffile*.

If policy should read *conffile* instead, then please retitle the bug,
change the severity, or whatever, so that it reads conffile and not
"configuration file". If we do nothing about this bug, policy
will continue to be confusing about this.
