Negative version components

Consider my proposal that ~1 > ~2 dropped!

I agree that it is enough that

  alpha < beta < gamma < pre < release

with the usual alphabetical ordering together with ~ as an escape
hatch is good enough for nearly every situation.

There is the question as to whether epochs should be extended to all
version components but there has not been much comment on that yet.

With luck, ~ will ensure epochs are never needed again (famous last
words).
