There is a problem with that, in that there is no really cheap way to do  
the check. (And no, I don't know how to fix this.)

For someone without a cheap online connection, email checks often need  
several hours, and web checks cost real money. (And I've more than once  
been in a situation where at least one of these just didn't work at all,  
in the middle of an installation for example.)
