This is exactly what I had in mind. As far as signature checking goes, I
haven't a clue. I need to look at the format of a keyring that contains
mixed gpg/pgp. If it starts looking ugly, there's always the possibility
of having 2 files for the transition period. Eventually the pgp keys would
only be needed to check 'obsolete' files.
