Which is what the changelog said in the first place, though
not in so many words.

Why is it ambiguous? Packages have been specifying all four
digits so far. The changelog hints at a relaxation of policy,
allowing packages to only specify 3 digits. It says so in (IMHO)
plain english.
You only need to get 50% to pass this test never ever suggest
that if you ace the test you fail.

I have seen no support for outlawing packages mentioning the 4
rth digit. This is not only gospel, it also makes sense.
This discussion is very silly. I shall not comment on this
thread again.
