We could be flexible here, in some cases:

For example, if someone submits a bug, and just after sending the message
he founds that it is not in fact a bug but a feature, then the submitter
(especially if it is also a Debian developer) could be allowed to close
his own bug, if only to make life easier to the maintainer. [ After the
bug is closed, the maintainer may of course disagree, in which case he may
reopen it and change the originator to himself ].
