Install one of the new emacsen which depend on emacsen-common, and
then take a look at /usr/doc/emacsen-common/debian-emacs-policy.gz.
It'll explain what's going on these days.  The general approach now is
for emacsen to byte-compile .el files at install time.  This policy
document was written after several long exchanges on debian-policy a
while back.
