	 It seems to me that debhelper seems to have its goal as
 helping novices build a package (note the name); and that is the
 expressed intent of the package. All through the documentation, the
 emphasis is on how to get a package built.

	Never once in /usr/doc/debhelper is there any mention of
 policy (except in the changelog, where there are 4 references to
 things being chaged because of bugs and policy violations.). I stand
 behind my statement.
