Oops! Obviously that is what the "...that is in your package's filesystem
archive" part means...
Well, I would propose the following addition to the policy:
* configuration files for which it is impossible to find a common file
that works for every user should not be part of the filesystem archive
inside the .deb package, so that dpkg will not prompt the user
again and again when upgrading the package:
Examples: /etc/X11/XF86Config, /etc/papersize, /etc/passwd...
The idea is that once that you have the optimal configuration file, you
don't want dpkg to ask about it on upgrades anymore.
BTW: Policy should say also it is a bad idea having a dummy conffile
saying "Factory" or the like...
