Unless I'm mistaken, the Debian bzip2 already uses -O3:
(From bzip2's ./Makefile)
CFLAGS = -O3 -fomit-frame-pointer -funroll-loops
(Hehe, the upstream source came that way, so I never bothered to change
it. <grin>)
