Update IO::Stringy

Hey,

I'm working on updating the Request Tracker 5 packages to the latest version (5.0.7) and there is a new dependency (I'll post another email about that). But a dependency of the new dependency is IO::String v2.113. We have v2.111 in unstable. The new version hadn't been noticed because the upstream package name has changed slightly and the d/watch regex didn't match.

I've imported the latest version and done the things which are needed, but I have a couple of questions.

1) There was a wishlist item in d/changelog to rename the source package to libio-stringy-perl which seems sensible, so I've done that in d/control and d/changelog. Is there anything else needed?
2) d/changelog has a bunch of Debian Janitor bumps of debhelper and standards versions in the current entry, is it okay if I delete the redundant ones? I don't think they add anything.

In relation to renaming the source package, I figure we'll also rename the Salsa repo to match, so updated that in d/control as well.

Salsa repo: https://salsa.debian.org/perl-team/modules/packages/io-stringy

Cheers,
Andrew
