It's very interesting to note that v2.9.0 already had a dependency on
liblocale-codes-perl.
It's surprising that you get the this problem while upgrading from
2.9.0 to 2.9.1.
I further checked that it's not even a version problem with
liblocale-codes-perl.
gscan2pdf-2.9.0 was uploaded on Sept 19 with a new dependency on
liblocale-codes-perl whilst the last upload of liblocale-codes-perl
was on Sept 04.
Are you running Debian sid/testing? Or using it in stable or something?
