The tests pass in my fairly minimal unstable installation and I could
not spot anything that would be obviously wrong with the code -- all the
failures look exactly like what would fail if the internet connection
was not available while running with TEST_LIVE.

I'm wondering if your build environment has network connection
configured? If yes, what packages are installed; would you mean sharing
your dpkg -l?
