[Subversion repository] Update of previous commit messages

Hi,

The Subversion repository at svn.debian.org (/svn/pkg-perl) now allows users to
update their commit messages afterwards.

For example, if you have made a mistake in your commit message, you can update it
with the following command:

 $ svn propset -r 53490 --revprop svn:log "my msg without mistake"

to set your commit message to "my msg without mistake" for revision 53490.

This is handled through the pre-revprop-change hook.
