In order to upload to the svn repo you need to be a member of the
group, i.e. someone has to add you to the pkg-perl project on
http://alioth.debian.org, and to be able to do this we need to know
your username on alioth -- please create an account on alioth if you
haven't done so already and tell us your username.
In the meantime please take a look at the docs at
http://pkg-perl.alioth.debian.org/ - especially policy.html and
subversion.html (there's also a nice quilt howto) and meet our
coordination platform PET at
http://pkg-perl.alioth.debian.org/cgi-bin/pet.cgi
