This is something that the Debian Perl Group[0] or other interested
parties do; it doesn't fall on the bug submitter. [Kudos for doing
that below.]

It's perfectly ok to fix this bug in Debian and forward the patch
upstream or vice versa. [Obviously, if the maintainer is responsive,
so much the better, but there's no need to wait if they aren't (or for
a new upstream release.)]
