The upstream chhanges (means: diff, not just Changeelog) needs to be reviewed for license/author/copyright changes and these reflected in debian/copyright. The package needs to be built. Perhaps upstream has closed some debian bug... that woud need a Closes: in the changelog. Lintian checks, Policy bump, see if all patches have explainatory headers, also, were they forwarded upstream if relevant? dh-make-perl -R?
