It might have been created by dh-make-perl but that script only makes
suggestions that need human checks,

Yup, that's what I meant, sorry for my sparse comments.

None that I know of (besides dh-make-perl which uses META.yml if it's
present but I'm not sure about the dependency handling off the top of
my head).
