Many packages seem to list perl in Build-Depends-Indep. That seems to be a bug in many cases since debian/rules clean in MakeMaker using packages will use perl in unclean package directories (make distclean -> distcheck -> "$(PERLRUN) "-MExtUtils::Manifest=fullcheck" -e fullcheck") So perl should probably be moved to Build-Depends in these cases.
