FWIW, I recommended Deepak to request for libnet-ssh-perl's removal
from Debian. Yes, it is a nice and probably important package, but it
is for all practical purposes unpackageable - Well, Math::PARI is (it
build-depends on having PARI's sources, no headers are enough for
it. I understand there _are_ reasons for this, although I won't dig
any deeper on it). And the author is not interested in changing this
situation.
An alternative would be to continue providing older versions of
Net::SSH, maybe forking it - But, be it Deepak or anybody else: That
would mean becoming upstream for it.
