Can you investigate a little further on the missing result of "svn ls
svn+ssh://jeremiah-guest@svn.debian.org/svn/pkg-perl/branches/upstream"?

You said on IRC that listing branches/ gives the expected results. I
don't see a reason for branches/upstream listing not to come out, but
searching around this oddity may give some clues.
