New perl-apps group Was: podbrowser (updated package) - 2nd try

A module is much easier to package than a large cgi app written in perl for example, so I think there is a distinction. Generally perl apps tend to be built with modules, never the other way around - another distinction. So this might be a good idea. 

I know there has been talk about documenting packaging for cgi apps, maybe this new apps group would be the place to do that?

I think it is a good idea.
