dh-make-perl uses a template (two actually) for MakeMaker-based modules
so we may introduce the change only in these. Dos not hurt to try I
guess. I just prefer that some more MM-aware (like you) does the change :)

(In case you didn't notice, dh-make-perl is in the same SVN repository)
