They could, I don't see why not - Their _main_ function is to provide
a library, but they _can_ include executables - Of course, I tend to
think they should be _support_ executables, just for clarity sake -
things that would usually fall in /usr/share/libblah/ but then again
can be useful on their own.

Of course, if the executable itself becomes a more general tool... it
should probably be split off to its own package
