I have objections to making it general policy of the DPG that the packaging 
has to be listed in debian/copyright.  This is unnecessary in general.

Let's rather say that anyone who considers their own packaging work worthy 
of copyright should add a stanza to debian/copyright themselves.  I don't 
think everyone else should be required to list the packaging in debian/ 
copyright.
