What is wrong is that your home misses an optic fiber connection to
alioth :) Try it on alioth and see the difference between "svn+ssh://"
and "file:///" :)

Little math can help. Divide the current run time to that of
versioncheck-html. The result is how many times a day this may be run
without additional harming.
The tricky part would be to tune the cache expiry times.
