I did the following: I downloaded following sources:
{ debconf, debhelper, perl-5.6.1, dpkg, dpkg-dev } + available patches
In the 1st place I upgraded dpkg.
then I dpkg --purge --force-depends --remove-essentials
all perl* packages.

Then I dpkg -i 't the new perl-5.6.1 deb I was
building with dpkg-buildpackage -b -uc

Then I installed debconf via make ; make install

Then followed everything else ...

I had to make a bogus-package named perl-5.0005 with
equivs to fullfill dependency-problems.

Well thats it. It has happend more or less in 
this order, as far as I remember :-)
