Because they were not intended to do so, and demonstrably do not.

The perl package provides perl5. The perl-5.6 transitional package
requires perl. People do not need to fix their packages immediately
(although should in time).
Note: the packages for non-i386 have not all been built as yet, and
since the dummy transition packages are arch "all", this problem will
manifest on such architectures until the binary packages are available.
I would have mentioned this caveat in my previous mail, however in truth
it did not occur to me at the time. My appologies.
Binary packages currently exist for: i386, sparc and ia64. alpha is in
incoming. A minor issue with powerpc should be resolved shortly.
