See §3 of the perl-policy document in /usr/share/perl-5.005-doc.  If you
are using debhelper, the dh_perl program should work it out for you.

Basically, programs and perl-only modules should depend on perl5, while
binary modules should depend on perl-5.005 (perl-5.6, whatever).
