GSoC weekly report of Jaskaran Singh for week 4

This week I:

- Implemented a workable CLI for the crawler.

- Ran the crawler on CVEs from 2018, manually checking results and 
making minor optimizations w/r/t these results.

- Set up a testing framework for the crawler to test it offline.

- Wrote tests for the base crawling logic w/r/t the framework listed above.

- Looked into implementing crawling and parsing logic for Github and 
upstream Git repositories.
