[GSoC 2018] Opinions on new packages

Hi everybody.
Among the deliverables of my GSoC project is the creation of a Deb package. Now I'm using Lintian to make it compliant with the Debian policies.

An error is: "new-package-should-close-itp-bug" [1].
Basically I should create a bug report about the intention to create a package [2] (in order to add it to WNPP[3]) and then report in the changelog that I'm closing that bug.

I would like to know if it's appropriate to do this thing or if it's sufficient to stop here (even temporarily, for the purposes of the GSoC).

Thank you,
Sergio Alberti
