Google Summer of Code is one of the reward you get for your open source contribution.Google gives limited slots for each organisation and the selection process doesn't 'only' depend on your project proposals.
Therefore, it would be helpful in selection process if you could start/continue your contributions and discuss about the projects and your skills matching with your mentor through IRC/mail.
