Bug#990484: libreoffice-dictionaries: Character <U+2028> in debian/copyfile:3127,3220 breaks the paragraph unexpected

Dear Maintainer,
When I install the package hunspell-en-gb and hypfen-en-gb in an
ELBE(https://elbe-rfs.org/) environment, exception is raised with message
"value must not have blank lines".
After some debugging, I just found that it was failed at validation of the copyright file,
by the Python deb822. More specific, the Character <U+2028> (which might be Line Seperate)
in line 3127 and 3220 of file copyright is treated by the Python deb822 as blank line, and
cause this failure.
