Of course it does. LO needs icons.

And of couse the icons need LO to make sense, and far more important,
due to dh_linkdocs to save space -common is even needed to have
/usr/share/doc (and that one is mandated by policy).

If you need stuff during the upgrade. You don't need icons during
a upgrade. And when the upgrade is done you have a consistent thing.
Please file bugs on stuff really having a problem with this. This one
does not.
