You mean as Ubuntu does it with package inflation and breakage?
(i..e link in one package pointing to an old one of an other, causing
policy violations. Or you add strict = depends on *any* packahe,
which is broken, too).

No, openoffice.org is the source package. There's no Debian changelog
for a specific binary package; that's always the source package. That's
what policy says, too.
There's also only one upstream ChangeLog, not several.

(And why are you reporing this against something whgich will not receive
any changes anymore unless really critical? Which "wishlist" surely isn't.)
