Which *of course* is complete other symptoms than your initial post.. :(

No idea, I didn't see this dialog in any case (then again I don't have
user/account) on my CUPS.
OOo didn't change anything in that regard, so it's possibly CUPS' fault by
mybe this change:
* debian/rules: Stop building with --enable-threads, since currenu GnuTLS
does not work with threads. This brings back the lost SSL/TLS support.
