This problem exists also for OO version 1.1.5. I believe that it is 
related to fvwm (my window manager) because  if I run 
startx /usr/bin/soffice $file -show 
so short-circuiting fvwm, the full screen option does work.

I'm running fvwm 2.5.18 from the Debian package.

Perhaps this is an fvwm bug? Should I report it there as well?
