No, it is. Your problem in this report originally was (as you say in the 
title) that you can't chnage the UIs language back to english. *Then* you 
spoke about the dropdown boxes, which AFAIR is a known problem upstream and 
might be fixed in 2.0.3, I'll check. I don't deny that it is a important bug 
but that doesn't have anything to do with your tittle since you can change 
the UIs language using the locales. I'll let this bug open for the dropdown 
thing....
