I noticed when I did
$ wget http://ctarl.org.tw/bv5ya/911028.doc
$ openoffice 911028.doc
there were some Chinese characters missing.
I could see those missing characters with
$ wvHtml --charset=big5 911028.doc 911028.html
$ mozilla 911028.html
though.
