Yes.

Then all other packages using debconf should behave in the same way, in
the same session, including debconf itself, which doesn't:

You might want to reconsider that? The bug might hide somewhere else.
I think the whole thing boils down to a misinterpretation of an error
somewhere along the way. With:

  # export DEBCONF_DEBUG=developer

I get:

Does this shed more light on the problem?
