Bug#284056: openoffice.org: Functions that needs java should not be possible if java is not enabled/installed

Trying to do an import xslt, I fought for hours if not day, before I found
out that I needed a java enabled installation to get this working. As
this also applies to other functions, like autopilots, jdbc, and possibly
other functions, this is likely to cause headache for the users.
