I installed openoffice.org and Japanese localization package
(openoffice.org-l10n-ja).  Almost all texts in Openoffice.org's
installation panel and other panels, menus, and messages are
written in "?" and unreadable.

Please see the following image and it would be clear.

This was fixed in 1.1.0 - now the locale is used to choose the default
font.  The default font lists for each locale are in
/usr/lib/openoffice/share/registry/data/org/openoffice/VCL.xcu
