I see what you mean. I found a way to do this:
Load html doc in OOo
Export to .sxw
Load sxw document
Export to .doc
But it is still a bit cumbersome.
There is an open issue about layout problems using this procedure:
http://www.openoffice.org/issues/show_bug.cgi?id=22045
TODO: check if upstream have an issue open about this particular missing
feature. I couldn't find one after a quick search.
