I can't get this problem with the toplevel menu entries, but there are some
strings that are localised in a different way, such as the contents of the
File->New menu.

If that is the problem, you will find that if you set LC_ALL to something:

LC_ALL=en_US openoffice

everything is then in the same language, right?
