spadmin is in package openoffice.org:

$ dlocate spadmin
openoffice.org-bin: /usr/lib/openoffice/program/spadmin.bin
openoffice.org: /usr/lib/openoffice/program/spadmin

Normally you do not need to use oopadmin to configure printers - OOo will
autodetect your printer for you. Which printing backend are you using? If
you are using CUPS, please make sure that you have cupsys-bsd installed.
